I've experienced the same problem when I restart my firewall-PC. Clearly, the tmpfs /lib/init/rw was not created... I've read the changelog of SysVinit and.. guess what ? Mounting this directory first appeared in 2.86.ds1-23 and testing version is only 2.86.ds1-20 !! but libnss-ldap testing version has been upgraded and use this directory !

By the way, I don't think it's a bug, but is it normal that /etc/init.d/libnss-ldap is run only in runlevel 2 to 5 ? And at S99 level (AFTER all other daemons ?) Since x11-common try to chmod 0:0 the /tmp/.X11-unix, and it doesn't work... since the libnss-ldap script is run manually and create the file that is used for setting the bind policy to 'soft'. Moreover, the file is always here while the PC is running ! I was thinking that it should be deleted after the boot sequence, when network should be available... In other word, it should start at runlevel S, 0 and 6 and be killed at any other runlevel ? But I can make a complete mistake :)
