This package is doing absolutely everything wrong with GConf.

     1. This is pure luck that it can even work, as it doesn't register
        the schemas.
     2. The schemas themselves are in the wrong place
        (/etc/gconf/schemas), violating the FHS.
     3. There should be a dependency on gconf2.

All of this can be handled by dh_gconf. You should just depend on
debhelper 4.9.8.1 and call it in the binary target.
