That's a lot of question. I don't remember where it's documented but I have already seen several bug reports about this behaviour. It does not need to be autobuilt, but as you say it should be able to be built on a Debian systeme, that's a policy requirement. The quick'n dirty workaround would be to disable test I think, since we don't really need them. I will let the RM take the decision to lower the severity of this bug or not.
