Hmm, just checked the libnautilus-extension-dev package in experimental, and it also does not have a Depends on libeel2-dev. So, indeed it is safer to add libeel2-dev explicitly as build dependency. I also want to avoid that we (Debian and Ubuntu) divert if it is easily avoidable and keep the packages in sync as much as possible. I'll add this dependency for the next upload, I just want to have the current version enter testing first.
