Builds on arm and m68k are failing again with:

make[1]: Entering directory /build/buildd/kaptain-0.71'
cd . && /bin/sh /build/buildd/kaptain-0.71/admin/missing --run
aclocal-1.9
/build/buildd/kaptain-0.71/admin/missing: line 46: aclocal-1.9:
command not found
WARNING: aclocal-1.9' is needed, and you do not seem to have it handy on your
system. You might have modified some files without having the
proper tools for further handling them. Check the README' file,
it often tells you about the needed prerequirements for installing
this package. You may also peek at any GNU archive site, in case
some other package would contain this missing aclocal-1.9' program.
make[1]: *** [aclocal.m4] Error 1

On other arches this problem does not seem to arise - make just builds the
package.

The debian patch updates the autoconf files. It appears that autofoo
thinks that it needs to re-run aclocal because the auto* files have
changed. This probably only happens on arm and m68k because they are
slow and the timestamps of the patched files are different.

Suggested fix is to run ./configure --disable-maintainer-mode instead
of ./configure.

This works.

But the previous NMU to fix this bug _enabled_ maintainer mode to fix
the very same problem. We can't both be right.
Can someone who understands automake determine what the correct thing
to do is?
