Bug#391864: apache2.2-common: install fails because all mod-enabled packages test as invalid

Hi,

I also had to enable several modules to get AuthUserFile  
authentication working.

* auth_basic
* authz_user
* authn_file

After adding them and reloading apache2 authentication worked as  
expected.
