debian/tests/metacpan (which runs the uscan test suite with Internet 
access allowed) has regressed recently. This can be seen on Salsa-CI or 
on ci.debian.net, and I can reproduce it locally:

"Test: metadata-cpan" fails similarly.

I think the problem here might just be that the test-case assumes that 
MetaCPAN-Client 2.033000 will always be the latest version, but in fact 
version 2.034000 has subsequently been released.
