libunwind-dev is part of libunwind
libunwind-19-dev (new dependency) is of llvm and provides/replaces
libunwind-dev, not recommended to use for glibc
no, the LLVM unwinder is not recommended to be used in glibc based

Jumping back to the previous bug, the correct resolution is to just
drop the dependency instead of replacing it with libunwind-19-dev?

The correct fix is to remove powerpc from the archtitecture list in
Build-depends and Depends.
