I believe the options are:

The severity is serious, because this violates the Debian policy

I'm sorry if this report is filed in error, I went over many packages

See the bottom of the status section of the document:
[Added 2005-04-14: Distribution of this document, with or without
modification, is permitted under the same license as the rest of the
S/Ident package.]
The draft was written by a Stanford University employee in the course of
their job, and Stanford has relicensed the draft.
