The problem seems to be with the texinfo.tex file that is shipped with 
the texinfo package. The installed file 
/usr/share/texmf/tex/texinfo/texinfo.tex is loaded when processing the 
queueing.tex file (see above).

The problem disappears when the latest upstream version of texinfo.tex 
(2025-10-25.20) is used. It is available at the upstream Git 
repository.[1]

FWIW, the version of texlive-base installed in my sid system is 
2025.20250927-4.
