Control: affects -1 src:budgie-desktop

It is awkward for a transition like the ongoing pygobject/libpeas
transition to be stuck in Unstable so my thinking is that we wouldn't
want to delay the transition too long for a desktop that isn't a
default task for Debian and has relatively low popcon.

Removing budgie-extras from Testing won't help people already using
Testing or Unstable with a configuration that would break.

Here's one idea: budgie-extras could add a user-session-migration
script to run the gsettings command to reset the panel configuration
and reload Budgie. It's a single command that is easier than my
gsettings command:

user-session-migration scripts are designed to only run once. In my
testing, trying to add a non-working applet will freeze the session
but the session will work without that applet next login.
