If you consider scikit-learn ready, then we're just about ready to begin the scipy upgrade. lmfit-py is failing tests, but I filed bug #1118038 for it.
I'm tracking the scikit-learn related autopkgtest regressions in reverse dependencies with the "scikit-learn-1.7" usertag [1]; they are all team-maintained by the Science, Python, and Med Team.

I would prefer to give their uploaders another week or so to fix the packages themselves before I start doing team uploads, but IMO that does not preclude us from starting the transition.
