It seems like Template::Plugin::CGI was dropped from libtemplate-perl
without a migration plan:

Probably it needs to be separately packaged. Looking in
https://people.debian.org/~sanvila/build-logs/202510/ it seems only
openguides was affected, so I don't think this justifies filing a bug
on the libtemplate-perl side now. Andreas, would you mind packaging
the new separate libtemplate-plugin-cgi-perl and I can then add an
explicit depenency on it?
