I noticed the missing fusermount, and installed fuse3. That fixed the
issue. I see the systemd unit has
ExecStopPost=-/bin/fusermount -u /var/lib/lxcfs
which should mean that it *isn't* needed, but clearly something was...
So, I presume this is a missing dependency.
