Oh, a follow-up comment: I do agree that the analogy with a pdf viewer and a web browser is a perfectly adequate one, but we do have to consider what this analogy means. A PDF viewer and a web browser are IMHO acceptable for main not just because we include free PDFs and html pages in the archive, but also because our users create content in these formats using free tools and will want to view the results. Indeed, I've trivially created PDFs and html documents many times... but I've never created a sound font before, which is why I want to ascertain that it's within my ability to create a useful sound font using the available tools before signing off on this theory for fluidsynth's inclusion in main.
