As shutting down Quagga often means loss of connectivity for this router and
a whole company there is a Debconf question that asks if it should really be
removed. Before 0.99.5 this question was only shown with "priority=medium".
You probably configured Debconf not to show medium prios. Now it's high and
should be shown in every case.
