esstra depends on the exact gcc-15 version it was built for. that means, it becomes uninstallable with every new gcc-15 upload, and prevents migration of new gcc packages without uploading a new esstra, or binNMUing it.
It' safe to drop the dependency on gcc-15-base-dev. The dependency on gcc-15 is good enough.
