Hi,
openssh's configure detects a value for _PATH_PASSWD_PROG. This
relies on the `passwd` program being available at configure time.
This is currently true on the Debian buildds running bookworm; their
deboostrap installs passwd into the chroot. The buildds running
trixie, do not. Later in the trixie lifetime, more buildds will be
upgraded to trixie, and then openssh will silently change its
behaviour when rebuilt in trixie.
Please explicitly Build-Depend: passwd to fix this.
