ok I'll leave the bug as RC then. I think enforcing no network access at build time on official buildds are a better way to ensure what we want to achieve (making sure nothing from outside build system is actually used) than trying to stop tests from even having the ability to use the internet when available.

I won't pursue a change in policy or buildd at this time as I'm not so much interested in this right now. I was just trying to address rc bugs for trixie and not specifically interested in this package.

May be you can retitle to remove FTBFS from the title to make this clearer.
