Justification: causes serious data loss

Dear Maintainer,

Running current version of wine32 apparently leads to some bug that starts
winedbg. The problem is, windbg also fails and starts another copy of
winedbg process, which fails, starts another copy, etc. The copies of
winedbg use up all the memory of the machine, rendering the whole
system unusable and usually spawning OOM killer that will kill running
processes and cause data loss.

The only way I was able to limit that destructive behaviour is to
preemptively set limit on the running processes low enough and run it:

    $ ulimit -u 100
    $ winecfg

Needless to say wine is unusable at all like that.

This bug is reproducible even with a new user/empty WINEPREFIX.

Version 8 of wine from the current stable repository doesn't have this
bug.

I am ready to collect all diagnostic info and check whatever versions
available if that will help.
