Bug#1103503: isc-dhcp-client: In /etc/apparmor.d/local, sbin.dhclient should be renamed to usr.sbin.dhclient for consistency

Control: severity -1 normal

The file was renamed back in 4.4.3-P1-7. Lowering severity, as 
supposedly the situation caused by the rename should only affect 
unstable users.
