Hi,
since libc6-i386 ships the 32bit ld.so and libc6 I feel that it is its
responsibility to setup the ld.so.conf correctly for 32bit support. At
the same time the now obsolete links in ia32-libs can be removed. I
have cloned the bug and retitled it according to the part each package
has to fix.

PS: The same is probably true for libc6-amd64 on i386.
