Any idea what's causing that, and/or what else might be preventing
promotion of sch-rnd 1.0.8-2 to testing?

The excuses page [1] says this:
Issues preventing migration:
    sch-rnd-core/armel has unsatisfiable dependency
    sch-rnd-core/armhf has unsatisfiable dependency

Which should mean that the version of sch-rnd-core in testing is installable on those architectures while the version in unstable wouldn't be installable.

On armel, the package depends on librnd4 but that doesn't exist.
