Hmm, we should have done that at least 3 months ago. I consider it a bit too late now as there are both key and non-key package involved. Most reverse build dependencies are in the key package set, so bumping severity for those could be done, but changing their builds is not worth the risk at this moment I think. Bumping severity for all blocking bugs would only result in removing non-key package reverse (build) dependencies. Because the soft freeze is around the corner, it would leave very little time for those packages to adapt while it doesn't solve our issue with llvm-toolchain-17 (unless all the related key package(s) are fixed).
