The root cause is actually the same in all of them; Wine requires Clang for building on ARM (initially only on arm64 but these days for armhf as well), but the Debian Wine packaging has bypassed this requirement - see e.g. https://salsa.debian.org/wine-team/wine/-/blob/debian13-wine09/debian/patches/arm/gcc.patch.

What's the progress on this? I see that multiple uploads have happened, but none of them built on arm64 and armhf and/or closed this bug.

wine is a key package, so is not going to be easily removed. I recall it's only in that list because of a test-only Build Dependency in another key package. With my Release Team hat on: I might be dropping wine from the key package list manually after checking the situation.
