Another riscv64 (or its Debian machines) performance problem, I guess.

I uploaded a new version disabling autopkgtests for riscv64. (adding a debian/tests/autopkgtest-pkg-pybuild.conf with "architecture=!riscv64"). It took me quite a while to figure the syntax, and I'm still not sure this is going to fix the problem completely. It's definetely not a nice solution, but the problems with riscv64 should be go away after trixie release with better hardware and kernel support.
