Both php-horde-imp in bookworm and unstable and php-horde-webmail in
bookworm and unstable install /usr/share/horde/imp/config as a symbolic
link pointing to /etc/horde/imp. On the surface, this is an undeclared
file conflict and I'm treating it as such, because it is exercising
undefined behavior in the dpkg package manager. At present, dpkg does
not track file types in its database, but that is subject to change. It
therefore considers the existing symlink to be ok-ish as long as its
target matches. Therefore coinstalling these packages appears to work.
Once such metadata tracking is implemented, that will stop being the
case.

>From my pov, there should be one and only one proper owner of
/usr/share/horde/imp/config even if it is just a symbolic link. Chances
are that this should be php-horde-imp. If you agree, please send

    Control: reassign -1 php-horde-webmail 5.2.22-6
    Control: affects -1 + php-horde-imp

to the bts to update the bug metadata in a way the conflict detection
tooling understands.

Once removing the file from one of these packages, keep in mind that the
other package must also gain Breaks + Replaces.
