It is due to an issue in adduser that affects piuparts:

https://piuparts.debian.org/sid/fail/speech-dispatcher_0.12.0-2.log

  Removing speech-dispatcher (0.12.0-2) ...
Can't locate File/Find.pm in @INC (you may need to install the File::Find
module) (@INC entries checked: /etc/perl

/usr/lib/x86_64-linux-gnu/perl-base /usr/lib/x86_64-linux-gnu/perl/5.40

  BEGIN failed--compilation aborted at /usr/sbin/deluser line 48.
dpkg: error processing package speech-dispatcher (--remove):
installed speech-dispatcher package post-removal script subprocess returned
error exit status 2
  dpkg: too many errors, stopping

Apparently this is fixed in the adduser version 3.149 that migrated to
testing just a couple of days ago.

I don't know if I can re-trigger the piuparts test myself, I didn't see
a button on:

https://piuparts.debian.org/sid/source/s/speech-dispatcher.html
