This is not the way it works. Are there any free sample banks in _Debian main_, usable by fluidsynth? In that case, please close this bug. Are there none in main, but available on the Internet or otherwise? In that case, please package at least one of them (in main!) and depend on it. If not, please move the package to contrib. You cannot have a package in main that needs anything outside main to work properly.
