perl-suid depends on a specific version of perl package,which is the origicnal
Sarge package. If you updadate your system,
perl package will receive security updates, and perl-suid becomes
uninstallable. I'm having trouble installing backuppc, which
depends on perl-suid

A version of perl-suid is available for both the last security update[0]
and for the latest point release of stable[1].
Either fetch and manually install the package with dpkg -i, or set your
/etc/apt/sources.list to contain:
deb http://<mirror>/debian sarge main
deb http://security.debian.org/ sarge/updates main
and you should be able to just run "apt-get update && apt-get install backuppc".
