Upstream have decided that seq.el is stable enough that new versions
won't be distributed separately from Emacs:

We shouldn't ship a separate package anymore, especially given how Lisp
in our elpa-* packages always overrides built-in versions of libraries.

All reverse-dependencies should remove dependencies on seq-el and
elpa-seq, if necessary replacing them with emacs (>=1:30.1).

This bug is to kick seq-el out of testing, though we hope to just file
an RM bug soon.
