AIUI bdebstrap's autopkgtests are attempting to deploy a bullseye
system, using deb.debian.org as its source.

riscv64 was not an official port for bullseye and there is no such suite
in the archive for this architecture. This results in this test
failure[1]:
  888s E: apt-get update did not find any indices for architecture 'riscv64' in 
suite 'bullseye'

This bug has existed for over a year, and has resulted in bdebstrap
being kicked out of testing on 2024-07-31 and not reentering it since.
The current version will not migrate for the same reason[2].

This should probably be fixd in a way that allows for new architectures
to be introduced at any point in time. Also, note that riscv64 is not an
official port for bookworm either.
