Hi, Thanks all for investigating this. Seems it is affecting a large amount packages as use of 'adduser' is very common. This also breaks a lot of Debian CI and Salsa CI. If it is not easy to figure out a fix, please consider reverting to previous behavior as an alternative.
Pasting example of error message here so it is easier to discover: Can't locate Encode.pm in @INC (you may need to install the Encode module) (@INC entries checked: /etc/perl /usr/local/lib/x86_64-linux-gnu/perl/5.40.1 /usr/local/share/perl/5.40.1 /usr/lib/x86_64-linux-gnu/perl5/5.40 /usr/share/perl5 /usr/lib/x86_64-linux-gnu/perl-base /usr/lib/x86_64-linux-gnu/perl/5.40 /usr/share/perl/5.40 /usr/local/lib/site_perl) at /usr/sbin/adduser line 27.
