This entirely depends on you; you are the maintainer. You are welcome to join the GNUstep team even if you don't have interest in other GNUstep packages and don't plan to work on them. I've done that but the UI does not allow me to create an empty repo. It insists on putting a dummy README.md there (annoying). I don't remember how I worked around this before, I guess I pushed directly my locally created repo. If it doesn't work for you, please let me know and I'll delete the project and recreate it afresh.
