It did not "neglect" to upload libswt-gtk-3.2-java; this is an arch: all
package, and arch: all packages are not uploaded as part of binNMUs.  Your
package is not binNMU-safe as it stands, which would be good if it could be
fixed given that binNMUing is now a quite common method for handling library
transitions.

I agree that swt-gtk should be NMU safe. The most recent version of
lintian has only just brought this to my attention -- I think since
the tilde version number gadget was implemented.

The Build Daemon uploading a broken binary NMU is a major issue unto itself.
