Justification: renders package unusable
the upload of Andreas from #875696 that backported the "fix" to
stretch, is still broken cos package still are unusable..
it never finishes to install cos lists directories missing from
configuration never are pre-made.. cos to make a list we need to set
up too many things at post install -.-. by example a debostrap always
will be broken even if shistemd are used by default and not only
sysvinit, check bug #979161
so an urgent backport of the commit

must be done
also the shistemd unit file must be installed disabled because of the
lists directories missing from configuration
