Dear Maintainer(s),
debusine autopkgtest are flaky and fail most of the runs on s390x:
https://ci.debian.net/packages/d/debusine/testing/s390x/
This stops other packages from migrating to testing.
As per RT, consistently flaky autopkgtests are RC.

The upower autopkgtest passes pretty reliably on s390x, thus closing.
https://ci.debian.net/packages/u/upower/testing/s390x/
https://ci.debian.net/packages/u/upower/unstable/s390x/
I.e., it doesn't interfere with testing migration.
If there is an issue with debusine, it should be investigated why it
fails there.
