It's not about not building but that the existing binaries need to be removed. Please use reportbug to request removal (against the ftp.debian.org pseudo package).
Please note that generally we prefer not to have an explicit architectures list in the Architecture field, it's considered better to have the build which fails just in case people want to inspect the logs. The explicit Architecture field is best used where the build would succeed but yield useless binaries.
