Hi,

during a test with piuparts I noticed your package failed to install. As
per definition of the release team this makes the package too buggy for
a release, thus the severity.

 resolves this issue in the current PCP source tree.

Validating by installing new PCP 7.0.0 packages in a fresh Debian 12.5 install 
(vm23 in the PCP QA Farm).

- /var/run/pcp did not exist before dpkg -i
- no warnings from dpkg -i
- after dpkg -i
   $ ls -ld /var/run/pcp
drwxrwxr-x 2 pcp pcp 140 Dec  9 10:53 /var/run/pcp
   $ ls -l /var/run/pcp
total 8
