This was changed in: https://salsa.debian.org/science-team/mpich/-/commit/2f0d0190d12923c482df5ba7eacd8da721f8d0a3 It does matter now that MPICH has become the default on 32-bit. The correct place for a mpi-c.pc symlink might be mpi-default-dev, pointing to mpich.pc or ompi-c.pc depending on the default on the architecture?
