android-platform-libcore is currently referencing /etc/timezone
without support for /etc/localtime. /etc/timezone is a legacy
interface that is Debian specific. The cross-distro standard
/etc/localtime (as a symlink to the appropriate timezone file), so
please switch your package to /etc/localtime. tzsetup will stop
creating /etc/timezone soon. Note that the list of affected source
packages was compiled with codesearch, so false positives are
possible. Thank you.

Thanks for handling this migration! This upstream project is both part of the Android OS and the Android SDK. Debian includes only the SDK parts. So the code that references /etc/timezone is not actually used in the Debian packages.
