Doesn't acpid provide access to the data through
/var/run/acpid.socket ?

I'd say hal should use that if it's present, and /proc/acpi/events
otherwise.

This sounds like trouble. Instead, I would just document in the
README that the user has to stop hald, start acpid then start hald
by hand.
