My workaround was to change PBUILDERSATISFYDEPENDSCMD="/usr/lib/pbuilder/pbuilder-satisfydepends" (/usr/lib/pbuilder/pbuilder-satisfydepends is a symlink to pbuilder-satisfydepends-aptitude) to PBUILDERSATISFYDEPENDSCMD="/usr/lib/pbuilder/pbuilder-satisfydepends-apt" in my pbuilderrc. I never looked why the aptitude resolver fails but the apt resolver works. In any case I'm sure this is not a problem in the biber package; I also don't think it's a problem in libencode-perl or any of the packages depending on it.
