It's actually fairly surprising to me that oz itself doesn't seem to
have a runtime dependency on the libvirt daemon, just the client
library. I would have assumed that it would at the very least
recommend it.

I was planning to, but I haven't gotten around to it yet. I was also
considering announcing the changes more widely with a message to
debian-devel. Taking care of oz has priority though, since it blocks
migration to testing.
