Python 3.12 purged distutils from the std library. The Debian faiss
packages still depend on distutils in faiss/python/loader.py, causing
autopkgtests to fail.

It might help to backport upstream commit [1], but the FTFBS bug [2]
is a blocker here, and needs to be addressed first.
