Noticed in autopkgtests caused by python-cryptography 43.0.0-1:
https://ci.debian.net/packages/h/heat/testing/amd64/51527588/ , but I can also
confirm the build-time test fails with the same problem. No idea if it's caused
by the python-cryptography upload or is older.
