No, that's not true because the package still needs a source-only upload. This bug had a purpose which is to let everybody (not just you) know that it's a known problem. Both Lucas Nussbaum and myself use UDD to see if something is already reported or not. If you close this bug before it's fixed (or any other similar to this one, where a new upload is definitely required before the package may propagate to testing), you risk receiving the same bug again. Thanks.
