Bug#1077824: dropping the package

After further discussion on IRC, it's more likely that python-amqplib 
will end up being dropped:
* It's been unmaintained for many years.
* There is python-amqp, which is an almost drop-in replacement.
No more work will be put into fixing this issue from me.
