There's a gsl transition ongoing [1, 2] and libgsl27 is replaced by
libgsl28. We should probably just wait until the transition is done.
The transition is done, I triggered a rebuild on the r-b infra [1] and
it fails to build reproducible, but it did build (twice).
Hence closing this bug.
