After trying to install xfce4-screenshooter which claims to depend on this
package, the system is broken. All further install attempts direct to
apt --fix-broken install
which in turn tries to re-install the subject gtk package and causes an error.
Consequently, no other packages can be installed on this system or admin
actions with apt can be taken.
Was looking to install gflags-dev. It appears that the conflict is with
another version of gtk (the raspberry pi one?!) which doesn't export the
necessary target(the raspberry pi one?!)

You are using an unusual and unsupported combination of Debian 12 and
Debian Unstable. Additionally, you have an unofficial apt repository
from the Raspberry Pi Foundation which replaces many core packages.
The simplest way to fix your computer is to backup your data and do a
new install of either Debian 12 or Debian Testing or Debian Unstable.
I believe Raspberry Pi is not yet providing packaging for Debian
Unstable or Testing/Trixie.
